In June 2020, Ordinance 280 was instituted, mandating throughout the national territory the Waste Transport Manifest (MTR), a self-declaratory document issued online by the waste generator which must accompany the movement of waste material from the generation site to the environmentally appropriate final destination. Almost a year later, many doubts still remain.
