The possibility to reduce the royalties over the incremental production of mature fields has an investment potential of almost R$ 1.5 billion. In order to attain suggestions for the new ordinance regarding this matter, on June 29th, the National Agency of Petroleum, Natural Gas and Biofuels (“ANP”) held a public hearing. The ordinance’s draft received 86 suggestions and 11 comments from representatives of the oil and gas industry. According to the ANP’s proposal, 281 mature fields are qualified to receive such benefit, being 213 of them onshore and 68 offshore. (07/02/2018)
The company Ecology and Environment executed a contract with the ANP, in the amount of R$ 3.72 million, to perform an environmental evaluation of sedimentary area (“AAAS”) in the Sergipe-Alagoas and Jacuípe basins. The study aims at consolidating the knowledge regarding the sedimentary basins, appointing environmental risks and the potential of economic activities that can be developed on those areas. The result of such study will enable the ANP to provide a better offer of blocks on the bid rounds and have a better definition of the licensing process for each sector of the basin before the Brazilian Institute of Environment and Renewable Natural Resources (“Ibama”). Currently, 40 blocks in the Sergipe-Alagoas basin are under concession and no block has been offered in the Jacuípe basin. (07/18/2018)
On August 31st, the 2nd auction of the Union’s oil will be held by the PPSA and will offer three million of oil barrel from the fields of Mero, Lula and Sapinhoá. The three contracts will be offered on only one public session and can be awarded to a single company or to several companies. The winner can attain the entire production of the respective field during a year, paying the Union on each withdrawal, in accordance with the prices proposal offered in the auction. (07/18/2018)
Mr. Décio Oddone, ANP’s General Director, invited Mr. Mário Povia, General Director of the National Waterway Transportation Agency (“Antaq”) to discuss the draft of an ordinance regarding the waterway transport of oil and other fuels. This proposal is part of the process to review the ANP’s ordinance from 2002 and aims to include in the regulation the biofuels and transfer operations of ship-to-ship. Besides, the draft includes the provision that the oil companies that are not National Shipping Companies (“EBN”) shall contract a EBN duly authorized by Antaq and ANP to execute the transfer of oil and its products. The 148 exploratory areas available on the permanent offer launched by the ANP totalizes almost a minimum signing bonus of R$ 849.6 million, according to the final tender published by the ANP on July 20th. The permanent offer’s initial phase will offer 20 areas in the Campos Basin, 11 in the Ceará Basin, 23 in the Paraná Basin (all of them onshore), 18 in the Parnaíba Basin, six in the Potiguar, 48 in the Recôncavo, eight in the Santos and 14 in the Sergipe-Alagoas. From the 148 areas, 59 are offshore and 89 onshore and the blocks totalize 147.2 thousand km². (07/20/2018)
